Mr. Luo Weiqi, an Education Department official in Guangdong Province visited UIC on December3, 2008, accompanied by Ms. Deng Qunfang, Vice Mayor of Zhuhai City, Mr. Zhong Guosheng, Director of the University District of Zhu Hai.

In the meeting, Professor Kwok, Executive Vice-President of UIC, Professor Zee Sze Yong Associate Vice-President of UIC and senior staff members of different departments spoke on the history of UIC, Quality Assurance System, admission information, Whole Person Education and Four-Point Education respectively. Two students, one from mainland China and the other from Hong Kong, shared their college life experience and achievement in UIC.

During the session, Mr. Luo used the phrase "a breath of fresh air" to express how he felt.  He showed strong interest in the development and innovation of UIC.  He said he had been a teacher in a university, and he hoped he could discuss with other professors in UIC about the evolution and innovation of higher education in China.  By comparing the education systems between Hong Kong and mainland China in depth, he hoped we could find out the appropriate way to improve educational quality in China.  Mr. Luo elevated the discussion into a theoretical level which created a passionate atmosphere among all participants.

Director Luo hoped that UIC could achieve the innovative development based on the advantages of the domestic higher education system. He admired the practice of Hong Kong's higher education assessment system and the mechanism of external examiners.  He proposed that this assessment system could include professors from the other colleges and universities in Guangdong, or senior officials from Department of Education of Guangdong Province.

Professor Kwok responded in a positive note. "I really appreciate the care and help from the provincial and municipal leaders," said Professor Kwok.  "A delegation will be sent to the Department of Education of Guangdong Province to discuss related matters". UIC's Institute for Educational Innovation was set up recently to study and promote research in the field.
