Urgent Announcement: Adjustments on Strict Measures on College Pandemic Prevention and Control

Dear Colleagues, students,



In view of recent developments in the COVID-19 situation, the College has decided to strictly implement measures on pandemic prevention and control as well as personnel management.

1. Overriding Principles

(1) In connection with the requirement of Zhuhai City, closed-end management will be strictly implemented with immediate effect from 16 March for a duration of 7 days. The College shall adjust the implementation measures in lock-step with the latest directives from the local authorities and the evolving situation.

(2) Pursuant to the directives issued by the Department of Disease Control and Prevention Centre in Zhuhai, all personnel who have left Zhuhai are required to undergo a COVID-19 test upon returning to Zhuhai within 24 hours.

(3) All personnel must present a negative COVID-19 test result done in Zhuhai/Zhongshan and valid for 48 hours when entering the College.

2. Management of On-site Personnel

(1) On-site staff

All staff members (including part-time staff) are strictly required to   participate in the Daily Health Report and complete it accordingly. Upon entry into the campus, all must present a 48-hour valid negative COVID-19 test result done in Zhuhai/Zhongshan, show your health code and travelling code, get your temperature checked and wear a mask. With all that done, swipe your staff ID card or use face screening when crossing the campus gate. Meanwhile, all staff members should only travel between home and campus and avoid non-essential gathering and travelling. For travelling outside Zhuhai/Zhongshan, applications for prior approval must be submitted to Deans/Unit Heads as well as the Senior Management Team, with notification to the Human Resources Office.

(2) For students on campus

All students are required to observe the principle of “Do NOT leave the campus unless absolutely necessary” and strictly follow the application mechanism. Students staying in Jinhua Estate and BITZ should ONLY travel between campus and dormitory. Under circumstances where exit is absolutely necessary, an application for approval must be submitted on WeCom platform at least one working day prior to the planned departure date (for details consult the College announcement of 15 March on Strictly Managing Student Entry into and Exit from campus). The procedure is to go through preliminary examination by SAO and be subject to final approval by the College’s Pandemic Prevention and Control Team. Students who meet the conditions for return to the campus, upon entry into the campus, must present a 48-hour valid negative COVID-19 test result done in Zhuhai, show your health code and travelling Code, get your temperature checked and wear a mask, and if everything is in order, you can proceed to enter by swiping your student card or use face screening when crossing the campus gate.

(3) Students who have not returned to the campus are advised to stay put; those who are required to attend online courses, please approach AR for application.

(4) All long-term outsourced logistics personnel, including properties, canteens, shops, that come under the purview of EMO should not leave Zhuhai unless very necessary and must reduce social contact during this special period. Upon entry into the campus, all are required to present a 48-hour valid negative COVID-19 test result done in Zhuhai/Zhongshan, show your health code and travelling code, get your temperature checked and wear a mask. You can then use face screening for crossing the campus gate. All the outsourced units should establish daily health management accounts and firmly implement personnel management in cooperation with EMO.

3. Other Personnel

Other personnel including visitors, maintenance and courier personnel should not enter the campus unless necessary, access to College premises is strictly controlled to reduce the number of visitors. All must seek the approval from EMO in advance prior to entering the College. Upon entry into the campus, all should present a 48-hour valid negative COVID-19 test result done in Zhuhai/Zhongshan, show your health code and travelling code, check your temperature and wear a mask. When all this is done, you can proceed to enter the campus by using the temporary authorized QR code.

4. Other reminders

(1) In accordance with the requirements of the College’s pandemic prevention and control, all staff members and students are required to submit daily health reports online.

(2) Suspend any campus-wide activities. Do NOT do offline what can be done online, and reduce personal mobility and movement.

(3) Students who are unable to return to the campus due to personal reasons must bear the consequences when returning to the campus in regard to health control measures, or the continuation. If the local community requires home quarantine and home monitor and undergoing two tests in three days, they are responsible for all costs incurred.

5. The duty to enforce discipline

(1) All departments and units are to take tight pandemic prevention and control measures. Any shortfall in enforcement and implementation of such steps will be considered a dereliction of duty and will be dealt with severely in accordance with prescribed procedures.

(2) Any student caught giving fake excuses/false supporting documents for leaving the campus, or hiding the facts or delay reporting or misrepresenting their travelling code will be dealt with severely in accordance with College rules and regulations.

(3) As for any staff, students or outsourced support service personnel who are found in breach of College pandemic prevention and control measures will be held strictly accountable.
