THE 2014 Guangdong Major Construction Programmes Plan was released at the 2nd session of the 12th Guangdong People's Congress on Thursday. The 285 provincial major construction programmes have 813 sub-projects with total investment of 3.63 trillion yuan ($599 billion) and annual investment of 450 billion yuan ($74.3 billion). Of the sub-projects, 27 are related to Zhuhai and seven are designated as key preparatory.
On the infrastructure construction list are the Gongbei-Hengqin section of the intercity railway from downtown areas to Zhuhai Airport, Jinqin (Jinding-Hengqin) Expressway, Xianghai (Xiangzhou-Ocean Spring Resort) Expressway, Hengqin Checkpoint and comprehensive transport hub projects. The 41.5km Xianghai Expressway, costing 7 billion yuan ($1.16 billion) and with Xianghai Bridge as the first phase, will come under construction this year and be completed in 2017. The 41.5km Hongwan-Gaolan Port Expressway will also be under way this year.
In urban and rural living construction, the western central urban area infrastructure project is on the list. Comprised of 30 urban trunk roads and flood control and drainage works, the project is to be completed in 2017. In modern agriculture, the 4 billion yuan ($661 million) Hongwan Central Fishing Port project, which encompasses command centre, shelter centre, logistics base, icehouse, oil depot, aquatic product trading centre and repair workshop, will be initiated this year and is to be completed in 2015.
Also on the list are the Zhuhai North Railway Station TOD integrated development project, the Gaolan Port 150,000dwt shipping course, Gaolan Port 100,000dwt shipping container terminal, CNOOC (China National Offshore Oil corp) thermoelectricity cogeneration, Yintong New Energy automobile, BP Chemical Zhuhai's PTA plant third phase, Sany Heavy Industry port machinery, Hengqin International Financial Centre, Shizimen Central Business District, Zhuhai Art Vocational College second phase, Southern (Zhuhai) Film & Television Cultural Industry project, Chimelong International Ocean Resort, Ocean Spring Resort second phase, and others.
The seven preparatory projects are Southern Grid Zhuhai Guishan Offshore Wind Farm, China Northern Locomotive & Rolling Stock Industry corp (CNR) Zhuhai Base, Jinwan Taiwan Farmers Venture Park second phase, UIC Guangdong-Hong Kong Food Safety Production, Education & Research Base, Gaolan Port grain logistics and grain and oil deep processing, northern petroleum warehousing and UIC new campus.
Gov Zhu Xiaodan mentioned Zhuhai development several times in his report about the work of the provincial government; for example, operation of the second-tier supervision facilities at Hengqin New Area, the Hong Kong- Zhuhai-Macao Bridge, Guangdong- Macao new channel and implementation of framework agreements concerning Guangdong-Hong Kong and Guangdong-Macao cooperation.
